I am directed to acknowledge the receipt of your letter 2.0.

No. 39909/1911, requesting that the Secretary of State may be

furnished with a copy of any Regulations relating to the export

and import of prepared Opium in force in British North Borneo

at the present time, for transmission to the British delegates

to the International Opium Conference now sitting at the Hague.

I accordingly enclose a copy of Proclamation 16 of 1901

entitled "A Proclamation to consolidate and amend the law for

collecting a Revenue of Excise on Opium and the Preparations

thereof", and I am to express the hope that this document

will supply the requirements of the British delegates.
